Every web developer has an opinion about frameworks. React, Vue, Angular, Next.js. But for most small business websites, they are overkill.

A simple HTML and CSS website loads faster, costs less to build, and is easier to maintain. Frameworks make sense when you need complex interactivity like real-time dashboards, e-commerce with thousands of products, or web applications.

But for a plumber, lawyer, or restaurant? Plain HTML with a bit of JavaScript is faster, cheaper, and more reliable.

The best technology is the simplest one that solves your problem. Do not let a developer convince you that you need a complex framework when a simple site will do the job better.
